Dietary Fiber and Carbs?

Lets say there are 6 carbs in something, and 3 dietary fiber, does that mean that there are only 3 net carbs that affect you? (6 carbs-3 dietary fiber=3 net carbs) What exactly is dietary fiber if it works this way?
