Rash on my sons face?

My 10 month old son Riley has a terrible rash on his face. I have been to GP's, Peadriticans, Skin Specialists, Allergy experts and natropaths but no-one has helped his situation. I have used cream after cream, ointment after ointment, natural remedies and whatever else ive been told to buy. I have had enough of it and am at my wits end. It looks like red patches with dry scaly skin (sometimes it has a watery discharge) Can anyone suggest anything or perhaps a specialist whom may be able to help me. My son always scratches it as its itchy. Poor little fella. Im in Australia so contacts must be in Melbourne. I hope that my desperation in treating my sons problem will be resolved with your help.
