What does this mean, "volunteers receive expenses payable"?

It means you won't get a salary, but they will reimburse the expenses THEY feel are work-related. They probably have a list. So a $100 meal would not qualify, but maybe lunch at McDonald's if you have to go out of town. Ask them.
