My dog and the garbage can.....?

My dog has started knocking over the garbage can! Then she proceeds to eat all of the nasty food that she dumped out. I have a lid on the can, but that does not deter her. I don't want to get a smaller can to put under the sink and there is no way to put a baby-gate acroos the entrance of the kithcen. She is a Jack Russel and can jump baby-gates with ease. What can I do to keep my dog safe and my garbage from being dumped?
